Skilled Manpower Development for IT/ITES/BPO Industry
Overview:
As part of the nation’s digital transformation journey, Shooting Star Ltd. successfully implemented a focused, high-impact training program under the Sheikh Kamal IT Training and Incubation Center Project. Commissioned by the Bangladesh Hi-Tech Park Authority, this six-month initiative aimed to develop a skilled talent pool for the IT/ITES/BPO sectors, ensuring better employability both domestically and internationally. This project empowered over 200 youth with relevant skills and confidence for digital careers.


Background:
In alignment with the government’s Business Linkages objective, the project aimed to bridge the gap between aspiring professionals and actual employment in IT and outsourcing industries.
While Bangladesh has seen an explosion of opportunities in freelance and BPO work, many potential workers—especially those from semi-urban areas like Netrokona—lack structured training or exposure. The Bangladesh Hi-Tech Park Authority (BHTPA) designed this program to produce immediately employable graduates in areas like:
- IT-Enabled Services (ITES)
- BPO and digital back-office operations
- Freelance platforms like Fiverr, Upwork, and Microworkers.
The project was initiated in November 2023 and completed in May 2024, with all execution handled solely by Shooting Star Ltd.
Our Comprehensive Solutions:
Our approach was hands-on, structured, and results-driven. Here’s what we delivered:
- Outreach & Awareness Campaigns to attract participants from district levels
- Online Exams & Aptitude Tests via a custom-built platform to identify committed candidates
- Full Training Kits Provided: Bags, notebooks, pens, and lecture sheets for all trainees
- 8 Batches Trained (25 Trainees per Batch) for a total of 216 hours per trainee across multiple modules
- Professional Tracks Covered: IT fundamentals, outsourcing techniques, communication skills, and applied freelancing
- Third-Month APTIS Testing (English Language Evaluation) to ensure communication readiness
- District-Level Inauguration & Closing Ceremonies with formal certificate awards
All these services were executed by a team of expert trainers and coordinators in line with industry-standard pedagogical models.
Challenges:
- Limited Digital Familiarity: Many of the participants had little prior experience with structured IT coursework.
- Tight Execution Timeline: Delivering training, assessments, and certifications within 6 months required exceptional coordination.
- Motivational Gaps: Participants lacked exposure to the global gig economy.

- Role models from the freelancing community were introduced to boost inspiration and retention.
