Professional Outsourcing Training and Employment Services
Overview:
In partnership with Digicon Technologies Ltd. and MCC Ltd., Shooting Star Ltd. delivered a transformative skills development initiative titled “Professional Outsourcing Training and Employment Services for IT/ITES Industry” under the Learning and Earning Development Project (LEDP). The 12-month program, conducted across four districts of Bangladesh, trained 2,120 students—all of whom were successfully engaged in online freelancing platforms.
This pioneering project aligned with Bangladesh’s Vision 2021 by creating job-ready freelancers, many from underserved rural areas, and preparing them for active income generation in the global digital marketplace.


Background:
Bangladesh has long aspired to leverage ICT for socioeconomic advancement. With a rapidly growing youth population and global demand for digital services, the Ministry of Posts, Telecommunications, and Information Technology (ICT Division) launched LEDP to foster digital self-employment.
The goal was to:
- Promote inclusive participation in freelancing
- Train 78,600 individuals nationwide, particularly in rural areas
- Establish an ecosystem for IT/ITES sector growth and international competitiveness
Shooting Star Ltd. was assigned to implement the program in Mymensingh, Netrokona, Jamalpur, and Sherpur, regions traditionally overlooked in tech-driven development.

Challenges:
Despite the clear mission, several real-world challenges emerged:
- Digital Divide: Many trainees had never used a laptop or the internet professionally.
- Confidence Barriers: Shifting mindsets from “students” to “digital entrepreneurs” required motivational mentoring.
- Infrastructure Gaps: Internet access and consistent power supply posed hurdles in some training centers.
- Market Readiness: Freelancing success depends not only on skill but also on presentation and persistence—elements we needed to build from scratch.
How We Overcame Them:
- Localized the learning environment with context-based instructions
- Paired trainees with mentors who had real-world freelancing success
- Integrated motivational sessions and peer-learning frameworks
- Followed up post-training to track progress and offer remote support
